The trailer hitches with the highest capacity for your 2004 Buick Rendezvous have 350 pounds of tongue weight capacity. Provided that the combined weight of the scooter and carrier are under 350 pounds the hitches can handle it. I recommend Draw-Tite hitch # 75430. this is a Class III hitch with a 2 inch receiver.
Even though the hitch can handle 350 pounds of tongue weight you also have to consider what the vehicle can handle. Depending on how your vehicle is equipped (and how many passenger's are in it) it can have a tongue weight capacity of 350 pounds at most. Models without the factory tow package are rated lower. Consult the vehicle owner's manual for more information.
For a wiring harness you can use # 118383 to add a 4-Way flat connector to the rear of the vehicle. I have included links showing example installations of the hitch and wiring for you.
