Yes, the Swagman Bike Rack part #S63400 should clear your rear spare tire. When we installed the Draw Tite hitch part # 75461 on a 2007 FJ Cruiser like yours we found that there was a distance of 8-1/2 inches from the pin hole out to the furthest point out on the spare.
The Swagman bike rack has 11-1/4 inches from it's pin hole to the lower part of the rack and 14-1/2" to the upright mast of the rack so it should clear with room to spare. You would need to double check this measurement on your vehicle to be sure.
