Generally speaking the use of a reducer sleeve does not decrease the capacity of a trailer hitch. However some hitch manufacturers may have a reduced capacity if a sleeve is used. There isn't a standard for all hitches and all reducer sleeves. It depends on the hitch and the sleeve. The weight distribution system may also have a reduced capacity which should be in the literature for your weight distribution system.
The other option is to replace the weight distribution shank with one that is a proper fit for the hitch so no reducer is needed. If you have the Equal-I-Zer brand then there are 3 different 2-1/2 inch shanks:
# EQ90-02-4900
# EQ90-02-4700
# EQ90-02-4800
It is always better and safer to use the proper sized shank instead of any kind of adapter. They do cost more though.
