All of the trailer hitches for the 2016 Hyundai Elantra are Class I hitches with 1-1/4 inch receivers and 200 pounds maximum tongue weight capacity. What you will need to carry a 4-wheel powered scooter on the back of a vehicle is a 2 inch Class III trailer hitch.
There are 2 Hyundai vehicles for which there are Class III trailer hitches; the Santa Fe and the Tucson.
If you go with the 2016 Santa Fe then you can use Class III trailer hitch # C13152 for Sport models or # 75776 for SE and Limited models.
If you go with a 2016 Tucson then you can use Class III trailer hitch # 75836. I have linked videos showing example installations of all of these hitches for you.
For all of the above mentioned Class III hitches you can use your MaxxTow cargo carrier MT70106 for your 150 pound scooter.
