Left Handed, Submersible Trailer Light and License Plate Bracket Recommendation

I need a left hand replacement submersible trailer light. Do they come with the bracket for license plate mounting?

What you will need is a Over 80 inch Wide, Square Submersible Trailer Tail Light with License Plate Light, 8-Function, Left, part # ST5RB. For a license plate bracket you will need a Trailer License Plate Mount Bracket, Angled, Rust Proof Polymer - Black, part # LP10SB.
If you need a right handed light, you would want a Over 80 inch Wide, Square Submersible Trailer Tail Light, 7-Function, Right Hand, part # ST4RB.
The reason I recommend a different Tail Light from the one you referenced is because the # STL9RB you referenced is a non-submersible tail-light.
The license plate bracket, part # LP10SB, will mount between the Trailer Tail Light, part # ST5RB, and your trailer on the mounting studs from the tail light assembly.
It is a good idea to unplug the trailer wiring before launching a boat and wait a bit after pulling the boat out of the water for the trailer lights to drain. Another precaution to take is to let the bearings cool sufficiently before backing the trailer into the water. Hot or warm bearings will cause the cool water to be sucked into the hub past the grease seal, which will shorten bearing life.
