Between the Tekonsha Prodigy P2 Brake Controller, item # 90885, and the Tekonsha P-3 Trailer Brake Controller, item # 90195, I would recommend the P2 if you are going to be towing mostly one trailer that does not have a wide range of loads on it at different times, like a travel trailer.
Both the P2 and P3 brake controllers are excellent options, the only reason I do not recommend the P3 is that the it is more complicated to setup and operate because of all of the extra functions it has. The P3 is better suited for a person who is carrying constantly varying loads and towing multiple trailers. The P2 works just as well as the P3 but is easier to set up and less confusing when adjusting the controller.
To install a brake controller on your 1999 Tahoe, you will need a 4-way connector to start with. The Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C55319, is the correct harness for your vehicle if it does not have one already installed and functioning properly. Once you have a 4-Way connector installed, you will need the Brake Controller 7- and 4-Way Installation Kit, item # ETBC7. This will give you all of the wiring and hardware needed to install a 7 and 4-way connector at the back of your Tahoe and a brake controller in the cab. Along with these items you will also need a circuit tester, item # PTW2993, if needed, to locate the stoplight switch wire on your Tahoe.
We have detailed installation instructions for all of the above-mentioned products online, see links below. We also have a video of the ETBC7 kit being installed on a 1979 F-250 which is a very similar installation to your vehicle.
