As long as you have hitch installed on your 2016 Buick Enclave like the Draw Tite part # 75528 you could use an enclosed cargo carrier.

If rear cargo area access is important I would recommend you go with the Rola swinging cargo carrier part # 59109 as it can swing out and away from the rear of your vehicle to give you complete cargo area access.

For an anti-rattle hitch lock the part # 63232 would be a great option as well.
