I have a solution for you, as long as your RAV4 isn't an electric (EV) model.

I recommend the Thule AeroBlade system made up of:

Evo rasied rail feet # TH710401

A good size roof cargo box for luggage on your RAV4 is the Thule Pulse # TH614. The Pulse will have 14 cubic feet at 14 inches tall by 33 inches wide. I have linked a video of the cargo box for you to check out. What's really nice about this box is how easily and quick it mounts to the crossbars. It's important to note that the cargo box can handle 110lbs of weight, which the rule of thumb is that you will be reduced to the lowest rated capacity of the setup which happens to be your vehicle at 101.9lbs in this instance.
