Does Appearance Panel have to be Removed to Install Draw-Tite Trailer Hitch on a 2013 Toyota Sienna
Question:
Why cant the trim panel be trimmed the same as the Curt class III hitch as shown in video for mounting to be reinstalled?

You can trim the appearance panel underneath your 2013 Toyota Sienna and reinstall it when using Draw-Tite trailer hitch # 75237. If you choose not to you can just leave it off. I have linked the instructions that mention where to trim. You would not necessarily have to trim as much as indicated in the instructions though if you don't want to.
If you plan on doing some towing I recommend etrailer ball mount kit # EBMK4. It comes with a ball mount with a 2-3/4 inch rise or 4 inch drop, interchangeable ball set, hitch pin with clip, and a storage bag.
If the ball mount kit does not have the right rise or drop to tow the trailer level, use the link I have included that explains how to measure to choose a ball mount to tow the trailer level.
And for trailer wiring you can use # 118498 to add a 4-Way flat connector to the rear of the vehicle. I have linked videos showing installations of the hitch and wiring for you.
