can the reese 58306 be welded on the side of the trailer frame?

It sounds like you are looking for a way to attach Reese weight distribution frame brackets to the side of a trailer frame where there isn't clearance above the frame to allow the # RP58306 to attach.
For that situation we have the part # RP58305 which gives you a set of brackets that you can attach to the side of the trailer frame by bolting directly to the side of the frame. I attached a picture that shows how this would attach on a trailer that has a toolbox above the frame.
