Availability of Platform Style 2 Bike Rack That Can Be Converted to a 4-Bike Rack

Can this carrier be changed between 2 and 4 or does it always have to be for 4 bikes?

For a bike rack that's easily convertible between a 2 and a 3 bike rack I recommend the # HR1400Z from Hollywood Racks. The rack includes a hitch lock and a cable lock to secure the rack to the vehicle and the bikes to the bike rack. The Hollywood Racks model uses ratcheting hooks that secure the frame of the bike. It has the tilt-away and fold-up features.

The Swagman XTC4 bike rack you referred to, part # S64665, is a 4 bike rack that unfortunately isn't convertible into a 2 bike rack.
