When the Swagman Pick-Up Truck-Bed-Mounted 2 Bike Carrier # S64702 is installed in a truck with a drop-in bed liner, like your 2004 Tacoma, the two included end plate pins (with Philips head) must be used to prevent the rubber end pads from slipping on the bed liner's surface. I do understand that you'd prefer not to drill any holes in your liner, but in this instance this installation step is required for your truck.

You can use a silicone sealer like # LT37467 to seal the screws/holes after you install the rack to prevent moisture from entering. Or if you remove the rack in winter months you can seal up the two holes and then easily remove that silicone material when springtime arrives and the rack needs to go back on the truck.
