Yes, as long as your 2007 Toyota 4 Runner has a receiver hitch installed at the rear of the vehicle the Thule Hitching Post Pro 4 Bike Carrier for 1-1/4 inch and 2 inch Hitches - Tilting - Hitch Mount, item # TH934XTR will work on your vehicle.
There is 11-7/8 inches of clearance from the center of the hitch pin hole to the upright bar on the carrier so that should be plenty to clear the rear bumper of your vehicle. If you have added a rear mounted spare tire on your vehicle you will need to measure from the center of the hitch pin hole on your hitch to the farthest out part of the spare tire. If that measurement is less than 11-7/8 inches the # TH934XTR will fit.
If your 2007 Toyota 4 Runner does not have a hitch installed, I would recommend the Draw-Tite Class III Trailer Hitch Receiver, item # 75155, for your vehicle. A Class III hitch with a 2 inch receiver will provide and attachment point for many more styles of bike racks and towing accessories.
