Installing Draw-Tite Ultra Frame Trailer Hitch Receiver, Class V on 1978 Chevrolet Pickup
Question:
It looks to me that on my 78 Chevy 3/4 ton 4x4 that the best placement on the frame needs to use the front rivet on the spring shackle. The bracket seems to be off set in the front for that purpose.

To install the Draw-Tite Ultra Frame Trailer Hitch Receiver, Class V # 41947 on your 1978 Chevrolet Pickup with 8 foot bed you will want to position the brackets so that they miss frame and suspension components, such as the rivet you mentioned. This hitch is not designed to use any kind of rivet on your vehicle for installation.
For installation you will need to drill 3 holes in the frame on each side to feed the bolts through the frame and the hitch.
I've attached the installation instructions for the # 41947 trailer hitch for you. Page 7 covers the instructions for your 1978 Chevrolet with an 8 foot bed.
