For camper tie downs, I recommend the Camper Hold Down Black Powder Coated Finish (Qty 4), # HSSF, with Camper Tie Down Hardware Package, # TDHP. The tie downs will fit with any camper that is a correct fit for your truck.
With that said, with the fuel tank in the bed of your 2001 Dodge Ram Dually is sounds as if the camper will hang out passed the end of the bed by 2 feet. The tie downs wrap around the bed rails and mount inside the bed. They are not limited to stake pocket location on the truck. You may find the best place to attach the two downs at the rear of the bed is a little further back than normal due to the extra 2 feet of space taken up by the tank.
