I was unable to find any information on your 1947 Spartan trailer so in order to find the right hub components you will need to do a couple things.
The easiest way to find replacement parts is to remove the wheel and hub and check out the bearings and races. You will want to look for the part number. If you cannot find the part numbers you can use a digital caliper like part # PTW80157 and measure the spindle where the bearings ride and also the inside diameter of the hub on the trailer. I have attached a photo that shows where you can typically find the numbers on the parts and also where you need to measure on the spindle to find the right parts.
For brakes you need to let me know what size and type brakes you have on your trailer. I have attached a couple helpful articles that explains what is needed when adding or changing brakes on a trailer you can check out.
