For your 2010 Honda Accord Sedan there really aren't any great hitch options for carrying a wheelchair or scooter. The only hitches available for your vehicle are Class I hitches that have low tongue weight capacities of around 200 lbs. Typically the weight of a carrier and scooter would exceed that pretty easily.
The best option would be to use a small trailer to tow the scooter for a vehicle like yours. For a hitch the Curt part # C11496 would be a great option. It requires the recommended ball mount, part # 3593. For hitch balls you would need # 19258 for a 2 inch ball or a # 19256 for a 1-7/8 inch ball.
For trailer wiring you would then want the # 118420
