If your 2009 Toyota Highlander Hybrid doesn't already have the factory tow package then yes, the Tow Ready # 118449 will be the wiring harness that will fit your hybrid.
If you happen to have the tow package already on your 2009 Toyota Highlander Hybrid then you will want the Curt wiring harness # 56042.
If you don't already have a hitch for your vehicle, I recommend the # 13534, because of the higher weight capacity and the fact that you will still be able to store your spare tire under the vehicle. This trailer hitch has a 2 inch receiver opening which will be compatible with more accessories.
If you plan to tow with this hitch something else you may need is a ball mount and ball, we have an etrailer.com kit with 2 sized ball mounts and 2 size balls to fit your needs # 989900, it even includes a handy carrying case.
