I have a 2015 Outback and a Curt 2reciever hitch on my car. Will the Beta 2 be a good fit for my hitch and car?

Yes, the Kuat Beta part # B202-2 that you referenced would be an excellent choice for a bike rack for your 2015 Subaru Outback with a Curt 2 inch hitch part # C13206.
Curt requires the use of their stabilizer strap part # 18050 when using their hitch to carry a non-supported load like a bike rack. I attached a review video for you to check for the strap as well.
