Will a Proportional Brake Controller Keep Constant Brake Pressure with Brake Pedal Applied

break will not stay set at 45 ?? returns to 15 after depressing brake petal

Proportional controllers will return to a minimum braking power if the brakes have been applied for an extended amount of time. Also, once the controller no longer senses deceleration it will stop sending the max amount of brake power to the trailer axle.
That's the nature of proportional brake controllers. They try to match the same amount of braking action that the tow vehicle is applying.
