If you were to use two 3,500 pound axles they would have a combined capacity of 7,000 pounds. This would be fine when the trailer is connected to the tow vehicle and is level because the vehicle will be carrying some of the trailer weight. But if the trailer rides high in the front it puts more weight on the axles and that is when problems start.

A lot of 5th wheel trailers are built with underrated axles compared to their gross weight and the reason for that is because the truck is carrying some of that weight (pin weight). You will want to make sure the tires used have a combined capacity that exceeds 7,500 pounds.
