For a 2 bike rack on your 2007 Chevy Malibu LS I would recommend the Swagman Trailhead 2 Bike Rack you looked at, part # S63360. It will work in your 1-1/4 inch hitch and has the tilting feature that allows you to access the trunk of your vehicle once the bikes are removed.
It has dual arms which will give better stability and the arms will fold down when not being used. It has a maximum weight capacity of 70 lbs.
If you want to lock the bike rack to the hitch you can use Swagman Locking Anti-Rattle, Threaded Hitch Pin, # S64029.
Another 2 bike rack is the Thule Camber Hitch Bike Rack, # TH9058, that will work on a 1-1/4 inch hitch. This is also a tilting rack, and has a maximum weight capacity of 75 lbs. The hitch lock to use on this bike rack is the Thule Snug Tite Hitch Lock, # THSTL2. This rack is quite a bit less expensive than the Trailhead, but it uses lower quality hook and loop straps to attach the bikes to the rack, instead of the much tougher rubber straps used on the Trailhead.
If you will be carrying women's bikes or children's bikes that do not have the middle horizontal bar, you will also want to look at the Swagman Bike Adapter, # 64005, which clips on to the seat post and the other end to the handlebar post and gives you the level, horizontal bar that is needed for the bike to sit level on the bike rack.
I am sending links to the installation instructions for all three of the bike racks.
