Time Needed to Install Blue Ox # BX1679 Base Plates on 2012 Chevy Malibu

What is the length of time required for installation.

According to Blue Ox, the # BX1679 base plate kit would take an experienced technician approximately 3 hours to complete the installation. For a novice, it would be considerably longer, depending on their level of mechanical skill. I've linked you to the installation instructions as well as to an install video.
To complete you flat towing set-up, you'll also need a tow bar, a wiring solution, safety cables and a supplemental braking system.
For a towbar, I'd recommend the Blue Ox Alpha, part # BX7380.The Alpha features self-aligning arms that make hooking up the vehicle easy even when the vehicle isn't perfectly lined up with the RV and when the ground isn't perfectly level. Safety cables are included with the towbar.
For a wiring solution, I'd recommend the Roadmaster Diode Kit, part # RM-154. A fuse bypass, part # RM76511 is also recommended. For a supplemental braking system, I'd recommend the Stay-IN-Play DUO # SM99251 because it's permanently insalled in the Malibu and doesn't need to be removed in order to drive the car.
