On the Draw-Tite Hitch Cargo Carrier, # 6502, has two different measurements, because the 13 inches from the center of the hitch pin hole to the closet edge is measuring with the carrier down. So with the carrier down it is measuring to the side lip of the carrier.
When the carrier is folded up you have the 3 inch tall lip of the carrier and the width of the shank (2-1/2 inches) on the bottom of the carrier going back towards the vehicle.
So they are both correct measurements, one is for the the carrier down and the other for the carrier up.
