Can Pack'Em Trailer Racks be Welded to Trailer Instead of Bolting On

Can I weld this to my trailer?

The Pack'Em Trimmer Rack # PK-6 that you referenced is not designed to be welded to a trailer. In the install notes Pack'Em makes it very clear that this should be bolted to a trailer with Grade 8 hardware.
I spoke with my contact at Pack Em about the Rack for Open Utility Trailers, part # PK-6.
They told me that the manufacturer recommends bolting the rack onto the trailer and not welding it because the stress when items are placed on the rack can cause the weld to fail. Welding this on would void the warranty for the product and I cannot recommend installing it in any manner other than what is recommended by the manufacturer.
