The most common reason you'd have an Overload error code on a brake controller when the trailer isn't connected is a corroded or damaged trailer connector on the truck. If you can see green or white corrosion on the pins of the 7-way, there's a good chance that the corrosion has spread to the interior of the connector, and caused a short circuit. Clean or replace the trailer connector as needed.
If you need a replacement trailer connector, I'd be happy to make a recommendation if you'd reply with the year, make and model of your truck.
