Output Readings of 4.8 On Prodigy Brake Controller
Question:
With my TT hooked to my tow vehicle, my Prodigy controller will not allow an output setting higher than 4.8. I tested the input and there is 14 volts at the controller plug. Does this indicate a faulty controller?

For starters, I've linked you to our Brake Controller Troubleshooting article. The article contains several helpful strategies for diagnosing and correcting problems with a brake controller.
I would pull the manual lever all the way to the left. When holding the lever all the way to the left can you increase the output close to 12? If not, there is likely something wrong internally and the controller needs to be replaced. When testing the controller with the brake pedal you wont get the same results. You get a more accurate reading using the manual lever.
If you are getting 14 volts at the plug that is normal.
