Do you need to drill holds for this and were? dose it come with full instructions .

To install the Draw Tite hitch part # 24679 on your 2006 Volkswagen New Beetle you will need to do a little drilling. The drilling will be in the trunk pan of the vehicle.
This hitch comes with install instructions that I have attached in a link for you to check out. I also attached a link to an install video as well.
