If you have a proportional controller, you can partially test for function at the trailer connector on the back bumper. Use a circuit tester like part # PTW2993 to test the pin in the 5:00 position on the trailer connector while a helper applies the manual trailer braking switch on the brake controller. You should see signal on the tester when the switch is actuated. You can then test the red wire exiting the rear of the controller as the brake pedal is being pressed. You should see current on the tester when the brake pedal is pressed.
This is about all the testing you can do on a proportional controller without actually trying it with a trailer. A proportional controller will only put power out to the brakes with the application of the brake pedal if the vehicle is moving. By using the manual switch, you've confirmed that the power is reaching the controller, and that it's capable of sending power to the trailer brakes. By testing the red wire, you're confirming that the vehicle is capable of alerting the controller that the brakes are being applied.
If you have a friend or neighbor that has a trailer with electric brakes, you can do a definitive test by hitching up to their trailer.
