The Pro Series cargo carrier part # PS1040100 would be a great option. This carrier has one of the lowest edges of the carriers we offer and has a distance of 12 inches from it's pin hole to the nearest edge of the carrier so it would clear past your spare.
Another option would be the part # 6502 as it has 3 inch sides, and it's distance from the pin hole to platform is 13 inches when folded down, so this may be your best option.
