The Curt # D210 Multipurpose Ball Mount with 2-Inch Receiver is the item nearest to your requirements. This provides a 2-inch receiver on top, for use with a bike rack, and a ball mount at the bottom that will accept a ball with a 1-inch shank diameter, such as 1-7/8-inch # 19260 or 2-inch # 63845. The other adapters you referenced, Roadmaster # RM-077-4 and Curt # D-192, will not work for you since the Roadmaster cannot be used to tow a trailer and the Curt has the side-effect of cutting your hitch capacity by 50-percent. This is true for almost all hitch adapters and extenders.

Please refer to the linked diagram that shows you all pertinent dimensions for the # D210 ball mount. You can measure your Wrangler from its hitch pin hole to the rear-most part of the spare tire to see how much clearance you will have. Curt # D210 will give you 5-inches of clearance from the center of its hitch pin hole to the forward-facing edge of the upper receiver. This will tell you if it will clear your bumper. The upper receiver portion's hitch pin hole, that will hold your bike rack's shank, will be 7-1/2-inches to the rear from the main hitch pin hole.

You'll need to see how much clearance your hitch bike rack provides to determine if it will clear the spare and provide enough room for your nearest bike. The linked article shows how to measure.

You'll also need a wiring harness to operate the trailer's lights. For a trailer connector use # HM40975 which provides both 4-pole flat and a round 7-way connectors in one housing.
