FAN WILL NOT SHUT OFF AND ONLY RUNS ON HIGH.IT IS A VARIABLE SPEED .DUAL AIR FLOW.WHAT PARTS DO I NEED TO FIX?DOES IT HAVE A CIRCUIT BOARD?

My contact at Ventline confirmed that the issue you're having with your model V2501 Northern Breeze 12V fan is related to the controller circuit board. The switch itself is not the problem. Unfortunately, he advised that replacement circuit boards are no longer available as this item went out of production back in 2009.
In this case you'll need to install a new fan assembly to replace the existing unit.
You can use the linked page to review all powered trailer roof vents available from Ventline and MaxxAir. These are all intended for installation in a standard 14-1/4-inch x 14-1/4-inch rough roof opening. There are filters on the page that will let you choose your preferred color and either manual or powered dome lift.
You'll also need a vent install kit, either # 344270KITW for metal or coated metal roofs, or kit # CAM25013 for a rubber roof surface.
