The Curt # C55325, is the correct wiring harness for your 1999 Ford Ranger, and it does have a converter. Your trucks turn signals are separate from the brake light circuit on your Ranger.
There could also be a ground problem. The taillights ground through the mounting studs on the trailer. Check to see that there is no dirt or corrosion that could cause a bad ground. Next, check the ground at the trailer connector. If you find no ground problems, you will need to check the wiring all the way from the 4-Way on the vehicle back to the taillights on the trailer. Check the wires every few feet for the proper signal using a circuit tester like # PTW2993. If you find a break in the wire somewhere, you will find it this way and be able to replace the faulty wire.
