With the vehicle off and before I start the vehicle if I touch the brakes the LED comes on. Is that normal?

Yes. Brake controllers such as # C24VV are connected, in part, to the brake switch on the vehicle. When you step on the brake pedal it sends power along the red wire which is input to the controller telling it you are stepping on the brakes.
On some vehicles, like yours, the brake lights will light up even if the vehicle is turned off. So it does sound like everything is working properly.
