Should Brake Controller Port Under Dash of 2003 Ford Explorer Have Power at All Times

My plug in the vehicle for the trailer brake controler has no power until you press the brake .Should this plug have power at all-time

One terminal on the brake controller port should have voltage at all times, one terminal is the brake light signal which will only have power when the pedal is pressed, one is ground, and the other is the output to the trailer.

I have attached a picture of the Tekonsha Plug-In Wiring Adapter, # 3035-P, that is designed to plug into the port on your 2003 Ford Explorer. I recommend taking a look at this picture and compare it to the port that you have located to make sure it is the correct one. The brake controller port on your Explorer would be located up under the dash behind the glove box.
