The Denver Broncos Helmet 2-Inch NFL Trailer Hitch Receiver Cover # HHCC2013 from Great American Products uses a plastic shank that fits into your hitch receiver and the actual emblem portion is made of metal with a durable epoxy coating on top to protect it. I confirmed this with the manufacturer.
This hitch cover includes a clip for installation, but if you want to be able to lock it to your hitch you can use lock # e98880.
