Question:
Do you know if there is a cargo basket that can attach to the raised side rails on the roof?

Surco makes a Safari basket that is designed to fit on side rails. There are a couple of different models that clamp to raised side rails depending on the vehicle. I have included a link to them for you.
These baskets are designed for larger vehicles such as SUVs and could be too large for cars. In that scenario you would want to install a roof rack and then choose a compatible basket.
If you have a 2014 Volkswagen Beetle though there are no roof rack options. So what you could do instead of a basket is to use a cargo bag. I have included a link to the cargo bags we carry that will fit with or without a roof rack.
