I had a similar problem on my vehicle and it actually turned out that I had an air bubble in the cooling system of my vehicle and it was preventing the cooling system from working properly. If you haven't tried it already you should try and "burp" the coolant system.
Easiest way to do this is park on the steepest hill you can find, remove the cap of your radiator (after it has cooled down), start the vehicle and start squeezing and releasing the rubber radiator lines. This will help draw the bubble out of the system which should allow it to work like it should.
This is a fairly common problem on vehicle after having major motor work done or having the radiator replaced.
