You are correct. The Pro Series Weight Distribution System, part # 49570 has the brackets and chains that would work with an actuating surge coupler, but we do have systems that would work better for you. You are correct that surge brake actuating couplers are not compatible with this system if you add a friction sway control bar like # 83660. The sway bar would fight with the coupler and impact your trailer brakes.

I recommend the Reese Steadi-Flex Weight Distribution System w Sway Control, like # RP66558 for trailer tongue weights from 400-600 lbs or # RP66559 for trailer tongue weights 500-1000 lbs. This particular system features trunnion bars that slip into the frame mounted brackets and allow the surge coupler to work without interference. This system also features friction-style sway control that starts to work as soon as your trailer begins to move out of line. The included shank has a maximum rise of 7-5/8 inches to a maximum drop of 2-7/8 inches.

For a hitch ball I recommend part # A-90 for a 2 inch ball and part # 19286 for a 2-5/16 inch ball.
