Cleaning Out Weldnuts to Install a Trailer Hitch on a 2002 Toyota Highlander

frame nut is rusty, can u please tell me what size tap will fit?

Since tapping new threads can result in threads that are not cut straight I recommend taking some steps to clean out the weldnut on your 2002 Toyota Highlander before attempting to tap new threads.
What you can do is use some spray lubricant like WD40 or PB Blaster and liberally spray into the affected hole. Let it soak for about 15 minutes and then go at it with a wire brush, like a battery terminal cleaner. Repeat this process until you can thread the bolt all the way in. I have included some links that should help.
The bolts that thread into the weldnuts on your Highlander are M10-1.25 x 35. So if you must tap new threads they would need to be this size.
