Since you have tested your Lippert Replacement Motor for RV Electric Sliding Steps # LC301695 directly at your battery and found it to operate properly the issue you're having is likely to be related to the RV's wiring.
First, check that you have good ground connections for the motor at both ends of the RV's motor wiring. A loose connection, or the build up of dirt, grease or rust at the ground point could easily interfere with the electrical ground. This condition would still allow SOME current to pass through but not necessarily enough to actually cause the motor to operate. Check for any loose wires all along the wiring path and especially at the ground wires on the frame.
You can also inspect the connectors for signs of corrosion - even slight greenish or whitish discoloration - that could block the passage of the full battery current required to operate the motor.
Use a contact cleaner as required and perhaps an application of dielectric grease # LT37534 to protect those connections once they are clean and functional.
