A great starting point for your trailer brake project is a look at the linked article about adding electric drum brakes to a trailer.
You will need to confirm a few details about your trailer in order to proceed. You'll need to know your axle weight rating in order to choose brakes with the right capacity; you need to choose a brake that has the correct mounting bolt pattern for your brake flanges; if you do not already have hub/drum assemblies you'll need to select ones that use the same bearings as your existing hubs (to make sure they'll fit properly on your spindles) and that have the correct bolt pattern for your wheels; and you'll need a brake controller like the P2 # 90885 and installation kit for your vehicle, part # ETBC7.
The left-hand brake you referenced, Tekonsha 12 x 2-inch brake # 54801-008 for 7000-lb axles, will work with 12 x 2 hub/drums and will be fine with your 15-inch wheels.
You may well find it easier to install a new axle kit with hubs and brakes. This will ensure compatibility of all of the parts and that they will have the same lifespan. For example, if you need an 89-inch 3500-lb-rated axle with 5-on-4-1/2 hubs and electric brakes we offer kit # 35545E-ST-89 which includes the axle beam, hubs/drums, bearings, races, seals, grease caps, wheel studs, lug nuts, and marine-grade wheel bearing grease.
