Question:
I have a dealer install 7 Pin Wiring harness on my 2011 Jeep Wrangler Unlimited, When I hook up the trailer to the connector the Brake lights, Turn signals and emergency flasher work but when turn the headlights on the vehicle I do not get lights on the trailer even though every thing else works. when check the 7 pin connector by the hitch I do not have any voltage on the specific pin for the driving light, I was told that it was a fuse but when I check the fuses with a meter they all seem to be good unless there is a online fusee that I am missing.

The problem with no running lights when you turn on the Jeep headlights sounds like a blown fuse. You first want to check the fuse panel or your owner's manual and make sure the fuse is good.
Since you said you have no power at the pin on the harness, it leads me to believe the fuse is blown or you have a bent pin on the harness, or a wire is loose or damaged from the back of the harness connector. You can check for corrosion as well. A corroded pin will not show current.
If this is a recent installation I would recommend returning to the dealership and have them check the system installation to make sure they did not mess something up. If the harness was working in the past but recently stopped, I would believe it is one of the problems I mentioned above.
You may need to replace the harness completely on your Wrangler if you are unable to find the source of the problem and not getting current from the connector.
When checking the wires for current I recommend using a circuit tester like part # PTW2993.
