Troubleshooting Weak Trailer Brakes

Why dont the trailer brakes work when they have power? Do they need to be adjusted or something else

It could be that your trailer brakes are in need of adjustment. Manual adjust brakes will need to be adjusted so that there is a slight drag on the assemblies as you turn the wheel by hand.
Nev-R-Adjust brakes like the part # 23-458 that you referenced sometimes are in need of an initial adjustment so that they will grab properly. But typically you can just find an empty parking lot where you can just hit the brakes at a slow speed several times and the assemblies will adjust to the correct setting.
Your assemblies could also have a weak ground. You could try improving the ground of the assembly by running the ground to the main ground of the trailer.
