Why Does the Angle Mounting Bracket for Titan BrakeRite Systems # T4821800 Have Square Holes

Why this mounting plate has pre-drilled square holes? How can I attach it to trailer frame through square holes?

Square mounting holes are usually associated with carriage bolts which have a square shoulder on them which prevents them from spinning while the nut is tightened.
On the Angle bracket # T4821800 that you referenced it looks like the round hole side of the bracket is used to attach to the actuator and the side with the square holes would attach to a portion of the trailer frame.
