Sounds like your Draw-Tite Activator Trailer Brake Controller # 5504 is either not grounding properly or is not securely attached to a 12 volt power source.

You would first want to check the condition of the connections for both the black and white wires of the brake controller. Test the black wire with a circuit tester like # PTW2993 for voltage as this is the circuit that provided power for the brake controller. Next, make sure the white wire is securely connected to a clean ground.
