Can Rear Hatch be Opened on 2015 Toyota RAV4 with a Bike Loaded on Thule T2 Bike Carrier

Can you open the hatchback with this hitch rack on the bike?

It is not likely that you will be able to open the rear hatch on your 2015 Toyota RAV4 if you have a bike loaded on the Thule T2 Pro XTR bike carrier # TH69TX. The rack sits up pretty high, even when tilted down. Take a look at the video I have linked to see what I mean.
The best option is to use a swinging bike rack such as # TH9027XT which will swing off to the side, with or without bikes loaded, allowing you to open the rear hatch. I have linked a video showing how it works.
