All of the trailer hitches that fit the 2012 Fiat 500, including # C11363, are rated for up to 2,000 pounds gross trailer weight. So, a trailer that weighs 350 pounds total would be no problem for the hitch. Consult the Fiat owner's manual though, to determine if it has a towing capacity and, if it does, what that capacity is. Always go by the lowest rating.
The tongue weight capacities listed for the hitches is the amount of weight pushing straight down on the hitch that it can handle. A loaded trailer that weighs 350 pounds total would have a tongue weight of around 35 to 50 pounds which is well below the capacities of the hitches.
The recommended ball mount is # 3593. For a 1-7/8 inch ball you would need # 19256 and for a 2 inch ball use # 19258. I have linked a video showing the hitch being installed on a 2012 Fiat 500 for you.
And last you would need to install a trailer wiring harness on your 500 using # 118546. I have linked the instructions for you.
