Why are there 2 Different Capacities Listed for Class III Trailer Hitches for a 2013 Toyota Sienna

Why does the hitch indicate 350 pound tongue 3500 towing and then list 500 pound two?

I assume that you are referring to one of the Class III trailer hitches for your 2013 Toyota Sienna: # C13105 or # 75237. These hitches are rated for use with weight distribution as well as just regular weight carrying.
When used without weight distribution the Curt hitch is rated for 350 pounds tongue weight at 3,500 pounds gross trailer weight. When used with weight distribution the hitches are rated for 500 pounds tongue weight and 5,000 pounds gross trailer weight. So the use of weight distribution maximizes the trailer hitches capacities.
The Draw-Tite hitch is rated for 675 pounds tongue weight with or without weight distribution and 4,500 pounds or 5,000 pounds depending on if weight distribution is used. But you are still limited to the capacities specified in the vehicle owner's manual.
But you will need to check the vehicle owner's manual to determine if it is rated for use with weight distribution and for its capacities. Whatever ends up being lower, the hitch or the vehicle, is the capacity you need to go by. Also weight distribution only applies to towing a trailer and not for any hitch mounted accessories.
So if you wanted to use something like # PS10401-10402 you will be limited to 350 pounds tongue weight provided the vehicle is rated that high. And you have to subtract the weight of the carrier, about 105 pounds. So you would be left with 245 pound capacity on the hitch.
