Can the Roadmaster High-Low Hitch Adapter, # RM-048-6 be Used to Tow a Trailer
Question:
When you say: The Roadmaster 6 High - Low Hitch Adapter RM-048-6 is only intended for use with a tow bar when towing a four wheeled vehicle behind a motorhome does this mean it can only be used to attach to a motorhome and tow a car? It cannot be attached to a hitch on a tow car to adjust receiver height for a trailer?

You are correct. The Roadmaster High-Low Hitch Adapter, # RM-048-6, is rated to be used with tow bars for flat towing behind a motor home and not for weight carrying applications or trailer towing.
The use of any adapter, including this one, will reduce the tongue weight capacity of the hitch by 50 percent. Since tow bars and flat towing physically function differently than towing a trailer or carrying a bike rack, the Roadmaster High-Low was not designed for the latter application.
If you need a ball mount with a rise or drop, we have many available. I have included a link to our ball mount main page below.
